After authorities discovered her 11-month-old kid in a house full of meth pipes, excrement, and trash, Rosie O’Donnell’s oldest daughter has been charged with child negligence.
Chelsea Belle O’Donnell, 27, was accused of four felonies: meth possession, THC possession, child maltreatment, and maintaining a drug trafficking location.
The Marinette County Sheriff’s Office prosecutors filed two misdemeanour charges against her, including possession of unlawfully acquired prescription medicines and disorderly conduct.
Chelsea called the police to her Marinette, Wisconsin, home on September 10, according to court records obtained by In Touch.
The 911 operator reported hearing arguing in the background and a woman telling someone to ‘get the hell away’ from her.
She attempted to downplay the incident and said that everything was OK when the police came. Still, eventually, she acknowledged that she and her boyfriend Jacob Nelund had gotten into a fight.
‘I tried to ask her more questions and you could tell that Chelsea was not being honest whatsoever. This was a repeat of what happened a few weeks prior when I was at her house for a similar incident,’ police wrote in their report.
Officers discovered a meth pipe with residue inside after doing more investigation.
Police arrested Chelsea and checked on her baby son Atlas when a box of hypodermic needles was allegedly found in the child’s room.
Chelsea acknowledged having something in her bra while they were in the patrol car; the item was a transparent plastic bag and a vial-like container that contained some white tablets, according to the police.
‘In the black vial was a white crystal-like substance that I know to be meth,’ the report read. Police alleged Chelsea had 18 grammes of meth on her.
According to the report, law enforcement could tell that Chelsea and Jacob had been using recreational drugs since both of their pupils were dilated and they remained still when a torch was flashed in their eyes.
‘His facial features were sunken in and he was missing some teeth. His muscle tone was very rigid and he seemed like he was flexing even though he was not,’ the police report alleged.
‘I asked him what other drugs he used today and he said that he only smokes marijuana. Based on my training and experience, I know that marijuana will not have this effect on your eyes.
‘I have previously observed this type of impairment on someone that had smoked meth.’
Police described the squalid scene that greeted them as they ventured inside the home with rotting food and dirty and mouldy dishes all over the place.
‘The inside of the home was disgusting [with] milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with faeces and blood stains and used razor blades on the floor,’ the report detailed.
Then, in Chelsea and Jacob’s first-floor bedroom, police discovered a used meth pipe.
‘Some of the needles were used and had dried blood in them. I know that drug users commonly use needles like this to shoot meth into their arms or “bang out,’ the officer wrote in his report.
A second officer described a similar scene with old rotting fruit, ‘garbage, random tools, and butane bottles sitting on the floor, all mixed with the clothing belonging to [the child].’
Officers also found a meth bong and meth pipe ‘that a small child could have easily grabbed’.
‘Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles,’ the report went on.
‘In a clothes pile, I found a straw that had been cut off and burnt.’
One officer described Chelsea as ‘sweating profusely’ and being very jittery while police were in her house.
‘It appeared Jacob and Chelsea were more concerned with their drug addiction than providing [the baby] with a safe and clean environment,’ police alleged.
Police discovered evidence during their search that suggested there may have been meth-cooking equipment and narcotics trafficking going on inside the home.
In a second incident on October 11, police pulled Chelsea over and arrested her when they allegedly found a meth pipe.
She also reportedly had hydrocodone, oxycodone, and morphine sulphate tablets jammed into her bra.
Police charged her with meth possession, bail jumping, and possession of narcotics—all felonies.
Next month, she is scheduled to appear in court to discuss both cases.
Over the years, Rosie O’Donnell, 62, and Chelsea had a particularly tumultuous relationship.
She and her ex-wife Kelli Carpenter adopted Chelsea when she was a baby, but she moved out of the family home in 2016 when she was 18 and went to Wisconsin to be close to her biological mother.
‘Chelsea is mentally ill,’ Rosie told the Daily Mail in 2017. ‘[She] has been in and out of hospitals most of her life. Born addicted to heroin. She has had a tough road. She is very sick. She is not capable of truth or reason.’
Her four children are five-year-old daughter Skylar Rose, three-year-old Riley, two-year-old Avery Lynn, and one-year-old Atlas.
Those youngsters ultimately didn’t ask for this life—not one like that—so what a horrible existence it must have been for them.
These kinds of children ought to be removed and placed in a caring, secure environment.
How people can live like that is beyond me.
Sadly, not every child has this kind of personality; occasionally you just get a terrible seed—it’s just the luck of the draw! And her birth mother was a heroin addict—not the best start in life.
Although I’m not a big admirer of Rosie O’Donnell, I believe she should get some respect because it’s challenging to raise an adopted child, particularly one who has been addicted to heroin from birth!
